City Council

The Coldwater City Charter provides for the council / manager form of government with authority and political responsibility vested in an elected council and centralization of administrative accountability in an appointed professional administrator.

Coldwater has four wards with two councilmembers representing each ward elected to staggered four-year terms and the mayor elected at large for a two-year term. The nine-member city council is the governing body of the City and determines all municipal policies, adopts ordinances (local laws) and approves the budget for carrying out all municipal operations. The mayor is charged with the responsibility of conducting the meetings of the council and also represents the City in ceremonial functions.

The city manager is appointed by the city council on the basis of merit, professional training, experience in city management and demonstrated ability. The manager is responsible to the council, insures that laws and ordinances are enforced and works with the department heads and employees so that municipal operations and functions are carried out efficiently. The manager and staff keep the council advised on the financial condition of the City, prepare the annual budget for council review, prepare the agenda for council meetings and through periodic reports keep the council and public informed on City operations.

The City Council meets the second and fourth Monday of each month at 5:30 p.m. in the Council Chamber, Second Floor, Henry L. Brown Municipal Building, One Grand Street.

Assessor

Annual property tax increases are limited to 5% or the inflation rate, whichever is less. (more)

Building & Rental Housing

All regulations concerning the construction, alteration, repair, removal, demolition, location, occupancy and maintenance of all structures under City jurisdiction will be administered through Neighborhood Services Department. (more)

Clerk & Election Information

The City Clerk's office assists the public and other City departments by making available the records necessary to administer its legal and legislative functions. In addition, it is also the duty of the City Clerk to administer elections and voter registration in accordance with State and Federal law. The City Clerk's office has expanded its voter registration program to include the education of our young adults by introducing graduating seniors to the mechanics of voting. (more)

Fire

The Coldwater Fire Department is a full-service department serving a population of nearly 20,000 people located within the city of Coldwater and the townships of Coldwater and Girard. (more)

Mayor

The City of Coldwater is organized under the Council / Manager form of government. The Mayor and Council are the legislative body and the City's decision makers. Power is centralized in the elected Mayor and Council which approves the budget, tax and utility rates. The Mayor and Council also focus on the community's goals, major projects and such long term considerations as community growth, land use development, capital improvement plans, capital financing and strategic planning. Recreation Activities & Facilities

The Coldwater Recreation Department takes pride in offering a wide variety of quality leisure and recreational activities year-round. Our activities are intended to teach basic skills, teamwork and sportsmanship, while providing opportunities for physical fitness and socialization. (more)

Planning, Zoning & Grants

The Office of Planning / Zoning / Grants is staffed by the City Planner / Zoning Administrator, who provides staff assistance to the City Council , Planning Commission and the Zoning Board of Appeals. (more)

Law enforcement is the most visible sign of our society. Police officers are charged with the responsibility to enforce the rules of this society without favoritism or prejudice. (more)

Streets & Parks

The Department of Municipal Services (DMS) is responsible for many of your City government operations. This department maintains the City's 60 miles of streets, including snow plowing, salting and repair work. (more)

Treasurer

To better serve our taxpayers, we offer online access of current tax information , accept postmarks and also offer a drop box located on the west side of the municipal building in the parking lot for customers dropping off payments after hours. (more)

Utility Billing & Tax Collection

Our Administrative Services Department primary role is to provide customer service to our ratepayers and taxpayers. From making sure you have all your utilities turned on when moving into a new residence , to assisting you in signing up for cable, Internet, phone and garbage services , our customer service representatives are here to assist you with all the services provided by the City and BPU. City Master Plan

The Master Plan is the long range policy guide for the physical arrangement and appearance of the City. The Zoning Ordinance more specifically regulates the manner in which individual properties are used. Formulating a Master Plan is the first step in providing a sounds and legal basis for revising the Zoning Ordinance and other regulatory Ordinances, investing in public capital improvements, and guiding private land use decisions.
